HomeMy WebLinkAboutW2 Community Steering Committee Co-Location Sub-Committee Steering Committee 10-15-98MINUTES DEVELOPMENT MANAGEMENT PLAN & ZONING ORDINANCE STEERING COMMITTEE OCTOBER 15,1998 GOVERNMENT CENTER, HUDSON PRESENT: Chairperson Dick King, Bill Peavey, Cyril Cemohous, Carolyn Barrette, Gerald Larson, Jim Winzer, Ron Raymond, Linda Luckey, and Art Jensen. Guests: Bemie L'Allier, Bridget LaVenture, Howard Espersen, Sue Espersen, Rita Horne, Kris Belling, Rose Derrick, Loren Derrick, Barb Schommer, John Schommer, Kent Balmer, and Bob Rolle. Staff present: Dave Fodroczi, Ellen Denzer, Jim Janke, Jerry Chasteen, Jay Tappen and Judy Kahler. ABSENT: Dave Hense, Kermit Thompson, Jack Breault and Jan Hinchman. King called the meeting to order at 9:05 a.m. Motion by Barrette, seconded by Peavey to adopt the agenda. Motion carried. Motion by Peavey, seconded by Barrette to approve the September 17th minutes. Motion carried. The next meeting is scheduled for Wednesay, October 28, 1998 at 9:00 a.m. Project Status Report Planning Director Dave Fodroczi informed the Committee that follow-up meetings have taken place with the Townships of Kinnickinnic and St Joseph. Kinnickinnic is still considering issues they have with the plan. In a letter dated October 6, 1998, Fodroczi addressed the concerns of the St Joseph's Planning Committee. A copy of that letter was provided to the Committee previously. Fodroczi, Denzer and Tappen have been working on proposed map revisions. Feedback from Community Meetings A meeting with the Builder's Association had positive comments. Their written response will be sent to the County. We have received a draft from the Boundary Area Commission in response to the County Development Plan. Formal comments with emphasis on the environment and watershed will follow. The Township of St Joseph's still has concerns over the transitional planning area. Fodroczi also reviewed the remainder of the Development Plan and proposed Zoning Ordinance. The Town of Troy, in a letter to the Steering Committee expressed concern with the blanket re -zoning of areas of the Plan. St Croix County Planner Ellen Denzer has been invited to Rush River Planning Meeting to discuss the plan. Staff has been working on map revisions with Jay Tappen. The Zoning Workgroup met on Oct 7th• They are continuing work on Conservation Design Development Overlay District revisions. Plan Revisions The Proposed Revisions of Chapter Six Development Plan and Policies dated October 9, 1998 were mailed to the Committee last week. Denzer reviewed the text revisions. Concerns from the Committee members and guests were analyzed and some revisions will be proposed. Tappen presented a draft of map changes for the Development Plan. A handout summarized the urban, transitional, general rural and agricultural planning area map changes. Extensive discussion on the Agricultural Planning Area. Committee members stated they do not feel agriculture is viable in St Croix County. Decreasing the potential density in this area from the existing zoning takes away property values. Committee members indicated they do not agree with the lower density in areas presently zoned Ag Residential. Discussion on whether or not the plan dictates the zoning. Staff stated it does not, planning is a guide that can be changed. Committee members can not accept that will happen. They stated they feel the Agriculture Planning Area will be too restrictive. Discussion. Motion by Cernohous, seconded by Peavey to amend the map so that all land zoned Ag Residential in the Agricultural Planning Area will be mapped as the General Rural Planning Area. Discussion. Some committee members requested that a decision be postponed until staff can map the proposed changes and provide information on the implications. Motion by Barrette, seconded by Raymond to table the main motion, by a roll call vote of five to four, motion carried. Cemohous, Peavey, Larson and Jensen voted negative.
