LOCAL EMERGENCY PLANNING COMMITTEE (LEPC)
MINUTES
April 22, 1999 Meeting
Those present included: Jack Colvard, Pam Benson, Emergency
Government; John Mortensen, County Board; Bill Hawley, Baldwin
Bulletin; Dan Smith, Hudson Fire/Bay West; Jim VanderWyst, New Richmond
Fire; Wendy Kramer, Public Health; Lawrence Purfeerst, River Falls
Fire; Lee M. Cooper, WITC; Craig Olson; Tom Overby, Precision Ag
Services; and Patrick Collins, DNR.
The meeting was called to order at 1:08 p.m. by Chairman Smith. The
meeting agenda was adopted on a Olson/Hawley MOTION after discussion of
a Precision Ag facility tour. The February 17, 1999 Minutes were
approved on a Olson/Hawley MOTION.
The next meeting will be held Wednesday, June 16, 1999 at West
Industries, a Hudson facility.
OLD BUSINESS
1. Committee Membershij
Olson spoke about talking with Kitty Rhoades and Sheila Harsdorf
and encouraging Rhoades to become a member of the LEPC. Colvard
will follow up with a call to Rhoades to discuss Committee
membership with her. Next discussed was having the Sheriff or a
department representative appointed to the LEPC.
Colvard stated that Leonard Laskow, VP in Metallurgy at West
Industries, has expressed an interest in becoming a member of the
LEPC. After discussion, a Cooper/Mortensen MOTION was approved to
recommend to County Board Chair, Thomas Dorsey, that Laskow be
appointed to the Committee. Chairman Dorsey will have to appoint
him to the Committee.
A membership list was then passed around to Committee members for
updates, corrections and for E-mail addresses of those who have
them.
2. Training Held and Funding Classes for 1999
1999 State funding for training classes has run out, per Colvard.
A list of training classes already held this year was then passed
out to Committee members. Funding may become available again in
June, if the State has unspent training monies. If response
agencies know what classes they will want next year, they should
contact Colvard so he can request funding for them now.
NEW BUSINESS
1. LEPC Conference Report
Colvard and Chuck Mehls' trip to the conference started out with a
bang when a bear ran out in front of Mehls' van, causing an

estimated $6400 in damage. Colvard went on to talk about the
various presentations that were available at the LEPC Conference
including sessions on Y2K, CAMEO (computer -aided management of
emergency operations), and chemical/biological terrorism. Art
Jacobson, Mehls and Colvard attended the conference.
2. Exercise Reports
a. New Richmond Tabletop, 3/1/99. A tabletop training exercise
concerning a simulated incident at the airport was held at the New
Richmond Fire Department. Those attending included personnel from
public works, fire, EMS, city, and Emergency Government. A
follow-up functional exercise is to be held 6/22/99.
b. Precision Ag Services Tabletop, 4/21/99. A tabletop training
exercise was held at Precision Ag Services. Participants included
local elected officials, Emergency Communications, Emergency
Government, fire, American Red Cross, Salvation Army and a
facility representative. Good discussions were held concerning
coordination and communication during an actual emergency incident
as well as determining the feasibility of an evacuation. A
follow-up exercise is to be held at Precision Ag Services before
9/30/99.
3. 1999 Tier II Reportin
M
A list of facilities reporting their hazardous chemicals used,
stored or manufactured during 1998 was shown to the Committee.
Also, a statement of fees paid by facilities in various
municipalities was passed around to Committee members.
Public Comments
Colvard spoke about an actual hazardous material incident which
occurred on February 18 when a truck parked at the TCE truck stop
in Hudson had a hazardous material leak. The letter sent to the
spiller requesting payment for public agency costs was shown to
the Committee. Discussion followed on the steps that should be
followed if the trucking firm does not respond to the request for
payment, including sending a 2nd Request letter and sending a copy
of that letter to the Wisconsin DOT.
Adl ournment
The meeting adjourned at 2:20 p.m. on a Hawley/Cooper MOTION. Those
that wanted to stayed for a tour of Precision Ag Services, provided by
Tom Overby.
