MINUTES
February 17, 1999 Meeting�
Those present included: Jack Colvard, Pam Benson, Emergency Government;
Chuck Mehls, John Mortensen, Arthur Jacobson, County Board; Bill Hawley'
Baldwin Bulletin; Dan Smith, Hudson Fire/Bay West; Jim VanderWyst,`New
Richmond Fire; Barbara Nelson, Public Health; Steve Schofield, Highway;
Brad McAbee, River Falls Police; Lee M. Cooper, WITC; Bruce Brantner,
Emergency Communications; Doug Van Someren, KMT Refrigeration; and Rick
Huston, United Fire/Woodville Ambulance.
The meeting was called to order at 1:02 p.m. by Chairman Smith. The
meeting agenda was adopted on a Mortensen/Hawley MOTION. The
December 16, 1998 Minutes were approved on a Jacobson/Nelson MOTION.
The next meeting will be held on Thursday, April 22, 1999.
OLD BUSINESS
1. 1999 LEPC Conference
The 1999 LEPC Conference will be held in Wausau on April 14 and 15.
Colvard invited all Committee members to attend.
2. Committee Membership
Discussion was held on contacting Kitty Rhoades to see if she would
be interested in serving on the LEPC, now that Harsdorf is no
longer in the legislature. Smith passed around two versions of a
notice, soliciting members for the LEPC. Letters will be sent to
planning facilities and them to reporting facilities to see if
there are safety/planning officers interested in serving on the
Committee. '
3. Training Held and Upcoming Classes for 1999
Per Colvard, requests for training classes have increased this
year. Fourteen classes have been scheduled or presented already.
Cooper said that WITC is building a confined space simulator due to
demand for that course as well as for refresher training and
advanced training for confined space rescue. An LP tank is
available at WITC for simulated LP tank fire training. Another new
course is being offered on computer at WITC to persons who ship or
receive hazardous materials. Discussion was next held regarding
holding State courses at WITC.
A conference is being held in Rice Lake May 4 and 5 on terrorism
training. Discussion was next held on recent pipe bombings and
bomb scares.
NEW BUSINESS
1. Updated Off -Site Facility Plans
Four off -site facility plans have been updated for this quarter.
They are:

1. Baldwin Feed and Seed, Inc.
2. Precision Ag Services, LLC - Baldwin
Final updates have been done for the following two facilities,
which no longer use, store or manufacture hazardous chemicals.
3. Baldwin Farmers Co-op Produce Assn. Fertilizer and
Petroleum Plant
4. Farmers Co-op Produce Association - Glenwood City
2. Exercises for 1999
Mehls spoke regarding three training exercises which will be held
in New Richmond involving a simulated plane crash and fuel spill at
the New Richmond Airport. A tabletop exercise is scheduled for
March 1st, a functional exercise for July and a full-scale exercise
will be held in September. The State has awarded St. Croix County
$3750 for this series of three exercises, per Colvard.
Colvard stated that $1000 has "been awarded to St. Croix County for
holding two tabletop exercises which involve elected officials,
similar to last year's exercises held in Hudson and New Richmond.
April 12 in Deer Park, was tentatively set for the first exercise.
Discussion was next held on the two exercises which need to be held
at a planning facility, under the SARA (Superfund Amendment and
Reauthorization Act) Grant requirements. McAbee and Huston
volunteered to help design these exercises, which are being planned
for at Precision Ag Services near Cylon, to start in late April, if
possible.
All of the above seven exercises need to be held during FFY
(Federal Fiscal Year) 1999, which ends September 30, 1999.
3. Hazardous Materials Week
Hazardous Materials Awareness Week will be held March 1-8 this
year. The focus this year is on youth awareness. The State has
sent materials and educational kits to the Emergency__ Government
office. These will be distributed to local middle schools. A
display table will also be set up at the Government Center.
4. Public Comments
A discussion was held regarding Y2K (Year 2000) preparedness in St.
Croix County.
