Project Description: land disturbance and road construction for Water's Edge First Addition
Dear Mc Derrick,
Community Development staff have reviewed the land Use Permit application for Land
Disturbance greater than 10,000 square feet within the Shore land Overlay Zoning District pursuant
to Chapter 17.30. The request has been conditionally approved based on the application
submission and the fallowing findings:
The proposed structure Is for the extension of 166" Avenue during the development of Waters
Edge 1" Addition, Phase 1. This More public road will comply with the required]s-foot setback to
the Ordinary High Water Mark (OHWM) and 50-foot setback to a Shoreland-Wetland. The total
length for the road extension for Phase 1 is +/- 3,600'.
Additional land disturbance/grading Is necessary to construct storm water management
improvements.
The development of Water's Edge tat Addition, Phase 2, is expected to commence within 4-5 years.
A wetland delination was completed by Display Environmental and confirmed by the Wisconsin
Department of Natural Resources (WI DUE) on August 6, 2019.
Total land disturbance is greater than 1-acre and will require a WI DUE 216 Permit.
Erosion and sediment control plans have been submitted and meet Wisconsin Department of
Natural Resources Technical Standards. Best management practices and stormwater management
will be Incorporated.

Based on these findings, approval of the Land Use Permit Is subject to the fallowing conditions:
1. DNR 216 Permit required prior to construction.
2. A County land Use Permit for development within the General Floodplain District is required prior
to construction.

3. Vegetation shall not be removed within the Viewing and Access Corridor unless a permit
addendum is submitted (35-feet landward of the OHWM).
4. A separate Land Use Permit will be required for the construction of Water's Edge 1"Addition,
Phase 2, if this phase is not completed during the duration of this permit. This can be processed as
an permit in conjunction with the Land Division application at the time.
5. Compliance with the Land Division pre- construction and substantial conformance and completion
with the proposed Improvements.
6. St. Croix County reserves the right to require additional sediment and erosion control measures to
be Installed if foundnecessary due to site -specific concerns and will be documented in an as -built
site plan.
]. All temporary erosion control measures shall be left in place and maintained until the site has
reached a point of at least 70% permanent vegetation. Permanent vegetation shall he established
once final grade is reached or as soon as applicable per plan.
8. Itisthe applicant's responsibility to secure any other required local, state or federal permits) and
approval(s) pbor to land disturbance activity.
9. Failure to comply with the terms or conditions above may result in the revocation of this permit by
the Zoning Administrator pursuant to Chapter 17.71 and chapter 17.30 D (13).

on file at the St Croix County Community Development Department suite. It is your responsibility to
ensure compliance with any other local, state, or federal permitting or regulations, including
contacting the Town of Richmond and the Department of Natural Resources to Inquire if additional
permissions are required. This permit is valid for one year, with the possibility of up to two (2) six-
month extensions if the applicant submits the appropriate permit extension fee and documentation
to the Zoning Administrator. A copy of the Land Use Permit placard should be submitted to the
town local Building Inspector upon applying for town building permit(s). The orange placard must
be posted on the jobsiteand visible from public view.
