MINUTES OF THE ST. CROIX COUNTY ADMINISTRATION COMMITTEE
JUNE 4, 2008

Meeting called to order by Chair Dick King at 9:OOam.
MEMBERS PRESENT: Present: Daryl Standafer, Dick King, Esther Wentz, Julie Speer and
Eugene Ruetz. Absent: None.
OTHERS PRESENT: Administrative Coordinator Chuck Whiting, Bill Cranmer (arrived at
9:07am), Amy Sabelko and Amy Geurkink.
ADOPTION OF AGENDA: Motion by Speer, 2nd by Wentz to adopt the agenda. Carried
unanimously.
DATE OF NEXT MEETING: July 2, 2008 at 9:OOam.
ADOPTION OF MINUTES: Motion by Wentz, 2 nd by Ruetz to approve the May 7, 2008 minutes.
Carried unanimously.
REVIEW OF COUNTY GOAL SETTING SESSION — SHORT AND LONG TERM GOALS:
Discussion regarding this item being listed on all committee agendas so departments /committees may provide
periodic status updates and doing this provides a broad -based awareness of what is being accomplished. No
report on specific goals.
REVIEW OF COUNTY BOARD BY -LAWS:
a. Article IV, Section D (7) re: Information Services Committee: Whiting provided history of the
Information Services Committee; discussion regarding removing the committee listing from the
bylaws. Motion by Standafer, 2 nd by Wentz to remove Article IV, Section D (7) from the St. Croix
County Board Bylaws. Carried unanimously. Whiting will meet with Corporation Counsel for
resolution preparation.

b. Consideration of County Representative for Joint Review Board (for creation of tax increment
districts): Whiting provided history of county representative for the Joint Review Board; discussion
regarding the County Board Chair is the appropriate person to represent the county or he may
designate another person. The Committee determined nothing needs to be added to the Bylaws with
respect to the Joint Review Board.
c. Consideration of County Representatives for Intergovernmental Advisory Council (City of
Hudson area): Discussion regarding representation of municipalities. Discussion regarding the
appropriate county representative is the County Board Chair or he may delegate another person. The
Committee determined nothing needs to be added to the Bylaws with respect to the Intergovernmental
Advisory Council.
d. Consideration of Including Meth Advisory Committee (aka AODA Committee) in Article IV:
Wentz reported the Meth Advisory Committee was originally established as an ad hoc committee.
Wentz provided aspects of the committee, reported on particular areas of member involvement and
summarized excellent progress has been made concerning meth awareness /education. Wentz reported
the committee has broadened its mission to address other forms of substance abuse. Discussion
regarding this becoming a standing rather than an ad hoc committee and an appropriate committee
name. Motion by Standafer, 2 nd by Speer to include in Article IV Section D of the St. Croix County
Board Bylaws, the Meth Advisory Committee (or other appropriate title) that will consist of three
County Board Supervisors and other citizens. Carried unanimously.
