ST. ROM�w UNTY REGIONAL CRISIS STABILIZATION FACILITIES RESOLUTION
1 WHEREAS, legislation has been introduced that would require the Wisconsin Department
2 of Health Services (WIDHS) to award grants to regional crisis stabilization facilities; and
3
4 WHEREAS, the WIDHS, would be required to establish grant criteria for a regional crisis
5 stabilization facility; and
6
7 WHEREAS, the WIDHS would also be required to establish five regions based on the need
8 for crisis stabilization services and shall award grants such that each region has access to an
9 equal amount ; and
10
11 WHEREAS, the expected appropriation attached to this bill is $5,000,000; and
12
13 WHEREAS, the St. Croix County Board of Supervisors passed Resolution Number 35 (2018)
14 Regional Emergency Detention Bed Need Resolution that urged the state legislature to develop
15 and support legislation to fund secure regional emergency detention bed access in a hospital
16 setting to increase regional access, which will provide additional local resources for individuals in
17 need of emergency mental health services; and
18
19 WHEREAS, regional crisis stabilization facilities would also increase regional access and
20 provide additional resources for individuals in need of emergency mental health services.

22 NOW, THEREFORE, BE IT RESOLVED that the St. Croix County Board of Supervisors does
23 support legislation that would award five regional grants for crisis stabilization facilities.

25 BE IT FURTHER RESOLVED that the St. Croix County Board of Supervisors directs the
26 County Clerk to forward a copy of this resolution to the Office of the Wisconsin Governor, the
27 Office of Wisconsin Department of Health Secretary, St. Croix County Legislators, and Wisconsin
28 Counties Association.
