ST. ROM�w UNTY BUDGET AMENDMENT FOR FUND BALANCE TRANSFER
1 WHEREAS, the St. Croix County Board of Supervisors adopted the 2019 County
2 Budget on November 6, 2018; and
3
4 WHEREAS, the unassigned general fund balance is over targeted range by $3.2 million;
5 and
6
7 WHEREAS, a review of the fund balance for the Retirement Health Savings fund shows
8 a negative fund balance; and
9
10 WHEREAS, the budgeted tax levy of$150,000 will be insufficient with current
11 expenditures to pull the fund balance positive; and
12
13 WHEREAS, the CIP fund has $15 million of planned projects over the next five years
14 and fund balance can be used to reduce or eliminate the need for additional debt.

16 NOW, THEREFORE, BE IT RESOLVED THAT the St. Croix County Board of
17 Supervisors does authorizes the amendment of the 2019 budget and transfer of funds for the
18 above stated purposes to the accounts listed below:

Legal Note:
Fiscal Impact: Reallocation of fund balances have no direct financial impact, they are a realignment
of fiscal priorities and resources. The transfer of$3.2 million from the General Fund
to the CIP and RHS Funds will bring the General Fund to 38%, which is within Board
policy.
