Staff finds that the proposed project meets the requirements of the St. Croix County Animal Waste Storage Facility Ordinance and the St Croix County Zoning Ordinance with the following findings: 1. In 2001, a Special Exception for an expansion of the existing livestock business for 3,400 dairy cows onsite (or4,670 animal units) was granted, file 42-01. The existing facility has 1,800 dairy cows (or 2,520 animal units) onsite. The proposed barn will add animal units to the facility but will not exceed the approved amount of animal units onsite. 2. An animal waste storage facility is subject to the Animal Waste Storage Facility Ordinance and Zoning requirements. 3. An animal waste storage facility Is allowed with a land use permit pursuant to Section 113 A of the St Croix County Animal Waste Storage Facility Ordinance. 4. The proposed storage facility meets the required setbacks pursuant to section 17.12(13) of the St. Croix County Zoning Ordinance. 5. The applicant su omitted a manu re storage facility plan that includes; engineered plans, operation and maintenance plan, soil logs, construction Inspection plans, construction specifications, grading plans and erosion control plans. 6. The proposed manure storage facility is not located In a Floodplain, Shoreland or Standardoverlandarea. Wetlands are In proximity of the construction site, but will not be disturbed and do not require a setback per Shoreland-Wetland Zoning. ]. The proposed animal waste storage structure complies with the standards in Section 11.2 A. of the St. Croix County Animal Waste Storage Facility Ordinance. The applicant shall provide an as -built drawing of the constructed animal waste storage facility signed Loa professional engineer. 2. The applicant shall obtain an operation permit from St. Croix County parents use of the structure. 3. There shall be no wetland disturbance. 4. The applicant shall submit annually a certified 590 Nutrient Management Plan for the operation. 5. The applicant shall remain in full compliance with Wisconsin Administrative Code ATCP 50 and NR 151, 6. Any modifications require approval from the Code Administrator. 7. Upon transfer of ownership a written notice shall be submitted to the Code Administrator. 8. This permit is valid for one year. An extension can be made for one additional year upon request and staff verification of the project. 9. If this operation ceases operations for a period of 24 months this pit shall be closed according to Section 11.3 E of the Animal Waste Storage Facility Ordinance_ 10. The owner shall give five (5) working days notice to the Community Development Department prior to starting construction. This approval does not allow for any additional construction, structures or structural changes, grading, filling, or clearing of vegetation beyond the limits of this request Your information will remain on file in the St. Croix County Community Development Department.
