Pine Cliff Partnership,
Community Development staff have reviewed the Land Use Permit application for the construction
of a single-family dwelling, driveway and septic system in the Shoreland Overlay Zoning District
pursuant to Chapter 17.301. The request has been conditionally approved based on the application
submission and the following findings:
• The property is currently a metes and bounds description but proposed Lott of Pine Cliff 0
Addition. This land division has been approved at the preliminary review stage..
• The proposed structures meet theTS-foot setback to the ordinary hig h water mark and the 20-foot
setback to the bluffline. The setback shall be measured to the closest point of the structure; this
includes decks, cantilevers and/or overhangs pursuant to Ch. 17.30 CA
• Per Wis. Stat 59.6922.(e), the definition of a structure is as fol lower"Structure"means o principal
structure or any accessory reactive including a garage, shed, boathouse, sidewalk, stairway,
walkway, patio, deck, retaining ni porch or fire pit
• Erosion and sediment control plans have been submitted and meet Wisconsin Department of
Natural Resources Technical Standards. Best management practices will be incorporated.
The Impervious Surface (IS) calculation resulted in a total of 6.4% impervious surface; therefore,
mitigation will not be required pursuant to Wis. Stat. 59.692 and NR 115. However, due to proximity
to the fluf0ine, voluntary storm water management or even permanent ditch checks is highly
encouraged to reduce runoff velocity from proposed impervious surfaces.
• ACounty sanitary permit for a private examine wastewater treatment system was issued on October
2, 2019 for 4-bedroom single-family dwelling. (Permit No. 615499),
Based on these findings, approval of the Land Use Permit is subject to the following conditions:
1. The proposed driveway must comply with the 20-foot bluf8lne setback.
2. Prior By Construction, erosion control measures shall be installed per plan, such as silt fencing,
sediment logs, or berms and the tracking pad prior to all land disturbance activity.

3. Apre-construction inspection is required to validate setbacks and verify erosion and sediment
control has been installed The 20-foot bluffiine setback and structure must be staked prior to
Inspection. Please call me at (715) 386-468q to schedule this Inspection.
4. St. Croix County reserves the right to require additional sediment and erosion control measures to
be Installed if found necessary due to site -specific concerns and will be documented in an as built
site plan.
5. All temporary erosion control measures shall be left in place and maintained until the site has
ached a point of at least 70% permanent vegetation. Permanent vegetation shall be established
once final grade is reached or as soon as applicable per plan
6. 6. A port -construction inspections required prior to removing the temporary sediment and
erosion control measures and verify the bic-infiltration basins are In place. Please call me at (715)

approval(q prior to land disturbance activity.
B. Failure to comply with the terms or conditions above may result in the revocation of this permit by
the Zoning Administrator pursuant to Chapter 17.71 and chapter 17.30 P. (13).
This approval is subirect to the listed'allow for an additional
construction . structures. or bu ldings beyond the limits of this request not

on file at the St Croix County Community Development Department suite. It is your responsibilityto
ensure compliance with any other local, state, or federal permitting or regulators, Including
ontacting the Town of Somerset and the Department of Natural Resources to inquire if additional
permissions are required. This permit is valid for one year, with the possibility of up to two (2) six-
month extensions if the applicant submits the appropriate permit extension fee and documentation
to the Zoning Administrator. A copy of the Land Use Permit placard should be submitted to the
town's local Building Inspector upon applying for town building permlt(e). The orange placard must
be posted on mejob-site and visible from public view.
